战略预防、融入体制、深耕社群——中国艾滋病防治可持续发展政策

内容提要
当前，我国艾滋病防治工作面临前所未有的机遇和挑战。需要抓住机遇、应对挑战、将艾滋病防治政策纳入国家发展议程的主流，实现可持续发展。
本报告在综合分析我国四个艾滋病疫情严重地区（四川凉山州昭觉县、云南德宏州瑞丽市、河南上蔡县和沈丘县）和北京市男男性行为人群实证研究资料的基础上，提炼出了“战略预防、融入体制、深耕社群—中国艾滋病防治科学持续发展政策”的主题。
总的看法是：艾滋病防治可持续发展是一个长期目标，但艾滋病防治工作需要进行战略转型，从非常态、非常规的特殊体制转入常态化、常规化，融入现行社会体制。
