UNICEF China is supporting key ministerial partners to build a comprehensive integrated child protection system with the aim of preventing and responding to all forms of violence against children. The child protection programme of UNICEF China has been developed based on that commitment and focuses on two key areas: upstream policy advocacy and national strategy support; and community-level implementation and provision of a broad set of prevention and response services to ensure that the most vulnerable children and their families are reached. UNICEF works with the government to support the piloting of integrated child protection services, to share international experience and best practice on child protection policies and practices, to develop service guidelines and tools, and to strengthen capacities of staff of government staff and social service organisations as well as community leaders and workers.
How can you make a difference?
We are seeking a talented professional to manage, provide technical support to, and monitor the implementation of an integrated child protection services pilot in support of the Ministry of Civil Affairs (MCA), to ensure that the programmatic and financial goals of the pilot are achieved efficiently and effectively. Specifically, you will:
Manage and support the implementing partners at all levels with the development of work-plans for the assigned activities and ensure that plans are implemented in a timely manner
Support in monitoring and evaluation (M&E) of the pilot programme, including developing an M&E framework and working with respective experts/institutions and implementing partners for baseline and end-line surveys
Assess the continued relevance and appropriateness of the programme activities, and monitor progress of activities against planned objectives, outcomes and impact
Lead knowledge management of the pilot programme, including documentation of good practices
Monitor implementation of supplies, cash assistance and contracts
Ensure efficient and effective donor services through high quality and timely donor reports, facilitating donor visits, and preparing donor presentations and discussions
Bring innovation and technologies to project management to improve the efficiency and quality of the pilot programme
Manage and provide technical support for capacity development of relevant stakeholders
Support the development and implementation of guidelines and tools
Support reporting and knowledge sharing of the pilot programme related information, provide inputs for reports; prepare presentations, briefing notes, and speeches
Drive the development of communication and advocacy products for promoting the pilot programme including videos, newsletters, and blog articles
To qualify as an advocate for every child you will have
Advanced university degree (master) in development studies, psychology, social work, child rights, legal studies or other social science field. A first level degree (bachelor) in combination with additional child protection professional experience may be considered in lieu of a master
Minimum of three to five years of relevant professional experience in programme implementation, administration, monitoring and evaluation. Previous work experience in child protection a requirement
Knowledge, understanding and interest in child protection and development issues and policies in China and internationally
Strong interpersonal and organisational skills to promote smooth project management
Fluency in English and Mandarin, both written and spoken
Ability and willingness to travel to the programme sites.
