Background

Building on China’s achievement over the Millennium Development Goals (MDGs), UNDP stands to continue supporting China in realizing inclusive, innovative and green growth. Moreover, UNDP assists China to go globally to deliver development dividends.

UNDP China is recruiting an Economist to lead the economic and analytical policy work of the country office. In contribution to UNDP’s support to China in addressing its development challenges and global cooperation, and under the overall guidance of the Resident Representative, the Senior Development Economist and the Strategic Advisor for the Belt and Road Initiative (BRI), the Economist will formulate and manage policy studies, produce independent policy research including conducting national level analytics, and organize high-level events on key social-economic and environmental issues.

The Economist will work closely with other colleagues working on poverty reduction and inequality, sustainable development financing and development effectiveness. She/he will also support, where helpful, colleagues from programme teams to help them understand the policy context in which their programmes are operating and need to be designed.

The Economist will also advocate for and represent UNDP in his/her area of expertise as requested. He/she will provide substantive support to senior management and will be expected to contribute to office-wide and regional activities.

Duties and Responsibilities
Summary of Key Functions:

Provide substantial inputs in identifying, formulating and developing policy research projects on key socioeconomic and environmental issues, in particular poverty reduction and inclusive growth, development finance (including green finance), development effectiveness, among others.
Support the preparation and dissemination of other external policy briefs and research notes on key development issues.
Contribute to the design, production and publication of UNDP’s independent research on key development issues and provide quality control on office knowledge products as needed.
Supervise the work of the assistant policy officer.
Helpfacilitate the expansion of UNDP’s portfolio on international development cooperation and development effectiveness.
Provide timely, substantive and strategic inputs on sustainable development trends in China to senior management.
Monitor, collect and analyze quantitative and qualitative data, trends and other economist’s findings on China,  as well as global socioeconomic and environmental issues as relevant.
Identify opportunities for collaborative work, maintain and expand relationships and work directly with key and influential economic and development policy-makers and thinkers in China and abroad.
Contribute to the organization of high-level international conferences and workshops.
Advocate for and represent UNDP at external meetings and through external communications, where requested.
Support the maintenance and extension of UNDP’s network of key stakeholders, experts, etc. in China within the field of economics and sustainable development.
Contribute to regional analytical work and other activities; participate in the regional network of economists.
Contribute to other relevant office-wide activities.

Required Skills and Experience
Education:

Master’s Degree or equivalent in Economics, Political Sciences, or related disciplines. Ph.D. is an advantage.

Experience:

3-5 years of progressively responsible policy research and analysis experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Publisher, Excel, STATA, etc) and advance knowledge of spreadsheet and database packages.

Language Requirements:

Fluency in English and Mandarin Chinese
