Under the guidance and supervision of the Operations Manager and direct supervisor, the Finance Assistant provides financial services ensuring high quality, accuracy and consistency of work. The Finance Assistant promotes a client-oriented approach consistent with UNDP rules and regulations.
The Finance Assistant works in close collaboration with the operations, programme and projects’ staff in the country office and with UNDP headquarters staff for resolving finance-related issues and information exchange.
Duties and Responsibilities
1. Ensure implementation of operational strategies and procedures, focusing on achievement of the following results:
Full compliance with UN/UNDP rules and regulations of financial processes, financial records and reports and audit follow up; implementation of the internal control framework.
Provision of inputs to elaboration of work plans.
Assistance in preparation of financial analyses and related reports.
2. Assistance in Finance Unit to monitor Finance Dashboard, focusing on achievement of the following results:
Assist head of finance to conduct analysis on the indicator and details of Finance Dashboard.
Follow up with related unit to clear the outstanding items.
Improve integrity of data and work flow for Dashboard related.
3. Ensure administration of budgets and functioning of the cost-recovery system, focusing on achievement of the following results:
Preparation and modifications of budgets for UNDP management projects, follow-up with HQs on ASL for management projects.
Preparation of researched information for planning and status of financial resources of the CO.
Preparation of detailed cost estimates and participation in budget analysis and projections as required.
Timely processing the cost-recovery transactions in Atlas for the services provided by UNDP, monitoring the income tracking system and follow up on cost recovery.
4. Provide accounting and administrative support, focusing on achievement of the following results:
Working with GSSU to process financial transactions and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly submitted in system; travel claims, and other entitlements are duly processed.
Provision of information for reports on financial status, procedures, exchange rates, expenditure and potential funding problems.
Financial support to country office programme teams (as assigned by the supervisor).
Advices are provided to staff and national counterparts on UNDP financial rules and regulations.
Maintenance of the proper filing system for financial records and documents.
5. Support knowledge building and sharing in the CO, focusing on achievement of the following results:
Support to the finance related trainings for the operations/projects staff members and counterparts.
Contributions to knowledge networks and communities of practice.
Possesses knowledge of organizational policies and procedures relating to the position and applies them consistently in work tasks (specialized knowledge related to financial resources management, including formulating budgets, maintaining Accounts Receivables and Accounts Payables, reporting)
Ability to perform a variety of repetitive and routine tasks and duties related to finance screening, collecting and preparation of documentation, data input, transactions tracking, filing, provision of information.
Strives to keep job knowledge up-to-date through self-directed study and other means of learning. Demonstrates good knowledge of information technology and applies it in work assignments.
Demonstrates ability to identify problems and proposes solutions.
Ability to produce accurate and well documented records conforming to the required standard.
Ability to provide input to business processes re-engineering, implementation of new system.
Organizes and prioritizes work schedule to meet client needs and deadlines.
Strong Excel skills.
Required Skills and Experience
University Degree in Accounting, Finance, or Business Administration would be desirable. Secondary Education with specialized certification in Accounting, or Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
5 years of progressively responsible finance experience is required at the national level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Fluency in English and Chinese.
