The Foundation began programming in China in 1979 and was among the first American NGOs to be operating in China after the establishment of diplomatic relations between the two countries. In 1994, with the expansion of its programming in China, the Foundation opened a resident country office in Beijing. On June 30, 2017, the Foundation received the certificate for Beijing Representative Office issued by the Beijing Public Security Bureau. In the past four decades, the Foundation provided thousands of grants and supported a large number of development projects in China. Working with local partners, the Foundation is committed to a thriving China, to advancing shared goals of expanded opportunity, and to enduring cooperation within Asia and the world.
The Asia Foundation Beijing Representative Office is seeking a Chinese national to fill a Program Assistant position. The Program Assistant (PA) reports to the Program Officer (PO) of Women’s Empowerment & Child Protection Programs and will support the management and implementation of program activities related to women’s empowerment and child protection in China.
·Report directly to the WEP PO in China.
·Work collaboratively with other program staff, including program staff working on projects related to disaster management, community development, and international relations.
·Daily contact with all staff within the Foundation’s Beijing Representative Office.
·Interact with other units and teams at the Foundation’s headquarters in San Francisco and the office in Washington D.C., as well as other Asia-based offices.
·Contact with public and private-sector donors globally; Chinese government agencies; civil society organizations, academic and research institutions, business associations and companies; other development partners.
·Occasional interaction with Chinese and international media.
·Research and identify key policy and social problems and issues and design new program ideas and activities as necessary in relevant areas.
·Contribute to fundraising and networking efforts with current and potential donors.
·Support the implementation of program activities under the guidance of WEP PO, including making logistical arrangements for program-related events and travel; drafting grant/subgrant/subcontract agreements; developing and maintaining workplans/budgets; managing calendars for appointments and reporting deadlines; ensuring timely submission of deliverables and reports; and reviewing and translating grantee reports for submission to the donor.
·Maintain regular contact/communication with project donors, partners, grantees, subcontractors, consultants, and experts as required by program activities.
·Coordinate and facilitate the work of consultants/experts on program activities.
·Review, provide feedback on, and ensure quality of all project deliverables (including coordination, review, editing, translation, and finalization of deliverables submitted by project partners/consultants).
·Assist in monitoring and assessing project progress and results, including through site visits and other methods necessary for collection and analysis of performance data.
·Update work plan and monitoring and evaluation plan regularly.
·Ensure timely submission/execution of project deliverables and documents, including but not limited to award agreements, contracts, subcontracts, letters of agreement, letters of contract, scopes of work, work plans, budgets, narrative performance reports, financial reports, and monitoring and evaluation reports.
·Monitor and update project budgets in collaboration with the PO and finance/grants colleagues.
·Maintain program files, information resource base and/or database on TAF program activities and the activities of comparator organizations and other international donors active in China.
·Attend and participate in meetings, workshops, and other events as requested.
·Contribute to issue-related journal papers and blogs to be published on the Foundation’s English website and Chinese microsite.
·Contribute to the development of program portfolio summaries and strategic papers as requested.
·Contribute to the development of annual work plans and reports in Chinese to be submitted to the relevant Chinese authorities.
·Assist with translation and interpretation.
·Other duties as assigned by the PO.
·Strong commitment to gender equality and child protection.
·Minimum master ’s degree in gender studies, development studies, sociology, political science, public administration, or other related fields in social sciences.
·Minimum 3-4 years’ experience in development program management; experience in women’s empowerment and/or child protection programs preferred.
·Knowledge and understanding of, and analytical ability on gender, women, and child protection issues in China.
·Proven development program management skills, including the ability to develop and manage work plans and budgets.
·Strong analytical and problem-solving skills with ability to work independently.
·Ability to manage multiple tasks simultaneously and meet deadlines.
·Experience working for an international organization preferred.
·Experience with both public and private-sector fundraising preferred.
·Fluency in both written and spoken Chinese and English.
·Strong writing skills.
·Must be a team player as well as a self-starter.
·Excellent interpersonal, communication and presentation skills.
·Willingness to travel for work within and outside China.
·Proficiency in Microsoft applications (including, but not limited to Word, Excel, PowerPoint).
