PATH is seeking a Chinese National to fill a Program Manager position. The successful candidate will be responsible to manage a new malaria project and will report to Malaria Global Program Director, with additional oversight from the Senior Director of Country Program.
The primary responsibility of the position will be to oversee implementation, manage, coordinate and monitor this project to ensure that PATH meets all project obligations. The Program Manager will be responsible for liaising with key national stakeholders and partners to ensure the appropriate resources are made available to whole portfolio project and the information flows to and from all the partners and stakeholders.
•Assist in developing strategic approach and detailed workplan for fulfilling PATH’s obligations under the project and obtain approval from Malaria Program Leadership Team or PATH China Program Leader to proceed with implementation.
•Work closely with key partners and stakeholders to plan and implement joint activities based on a defined strategy and project feasibility.
•Ensure that all project activities are implemented effectively, and project funds are utilized appropriately.
•Collect, organize and analyze information, data, and reports related to project planning and implementation.
•Organize and facilitate experts meeting and workshops (experts from China and Africa Country Project sites) for developing and revising the project implementation proposal, data collection tool, M&E Manual, training curriculum and external evaluation proposal etc.
•Assist China CDC in developing program management workshops to improve capacities for the partners.
•Prepare official documents for Experts to visit China and Chinese experts to provide TA support to Africa.
•Communication with the domestic/international technical experts to provide TA to National malaria control programs in Africa.
•Work on any other tasks assigned by the China Program Director
Required Skills and Experience:
•Advanced degree in Medicine, or Public Health or closely related field with post-graduate training in areas such as epidemiology, health service planning and management, or biomedical sciences.
•5 to 10 years work experience in program development and management within the medical system, public health system, or medical industry in China and familiarity with the workings of the disease control system in China.
•Demonstrated experience working closely with government public health officials and agencies at all levels in a balanced supportive and monitoring capacity.
•Excellent management, analytical, negotiating and communication skills, managing individual and team performance effectively managing/resolving conflict.
•Good knowledge of current government policies and agencies working in Malaria control and prevention.
•Ability to review and analyze health-related documents and publications, prepare reports.
•A thorough knowledge of project planning cycle, project management, budgeting and monitoring and evaluation.
•Experience with multi-national teams and international collaborations desired.
•Ability to manage multiple tasks, set priorities, work independently, and maintain a high level of accountability.
•Fluency in spoken and written English.
•Advanced computer skills, including Word, Excel and PowerPoint. Experience with cloud-based applications such as Box desired
