Background
Under the overall supervision of the Head of Sustainable Development and in coordination with the Regional Coordinator, Asia-Pacific, UNDP Montreal Protocol Unit, the Programme Analyst is responsible for management of UNDP programmes on the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer.

The Programme Manager shall analyze political, social, economic and environmental trends related to the Montreal Protocol regime and actively assist in the formulation, management, monitoring and evaluation of Montreal Protocol activities. The Programme Manager shall work closely with other portfolios of the Sustainable Development Team, CO Management and Programme and Operations teams in UNDP China as well as with Montreal Protocol/Chemicals Regional and HQ staff. S/he shall manage the relationships with other UN Agencies, Government counterparts and focal points, technical advisors and experts, bilateral donors, private sector and civil society, in order to ensure successful implementation of the Montreal Protocol programme.

The Programme Manager will provide quality programme management expertise to the Montreal Protocol programme, in particular to the government counterparts. S/he shall follow up on opportunities related to cross-convention synergies, such as inter-linkages between ozone layer protection and climate change. The Programme Manager will actively capture lessons learned from the projects and pursue a series of research / policy papers related to the portfolio.

Duties and Responsibilities
Summary of key functions:

Implementation of programme strategies related to Montreal Protocol
Management of CO’s MP programme
Develop strategic partnerships and the resource mobilization strategy with special focus on Multi-lateral Fund (MLF).
Provision of quality advisory services to the Government and  facilitation of knowledge building and management

Analysis and research of trends related to Montreal Protocol and linkages to the overall political, social, economic and environmental situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents.
Identification of areas for support and interventions within the thematic/sectoral areas assigned.
CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
2. Ensures effective management of the CO programme related to Montreal Protocol focusing on quality control from formulation to implementation and achieving the following results

Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
Design and formulation of CO programme related to MP, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
Follow up on audit recommendations. All exceptions are timely reported.
Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy with special focus on Multi-lateral Fund (MLF) and other MPU initiatives

Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the area of Montreal Protocol based on strategic goals of UNDP, country needs and donors’ priorities
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
4. Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
Sound contributions to knowledge networks and communities of practice.
Share information and bring practical and usable ideas and experience, within the Sustainable Development Cluster;
Engage in SD and other team meetings, carrying out activities as appropriate, in line with UNDP’s Strategic Plan and Regional Plan.
Organization of trainings for the operations/ projects staff on programme issues.

Required Skills and Experience
Education:

Master’s Degree in Environmental Management, -, Environmental Sciences, Environmental Economics or other related field. A PhD degree in Environment Management / Science / Economics will be asset.
Experience:

2 years of progressively professional post-qualification experience in project/programme management in environmental programmes like the Montreal Protocol with relevant government and non government organizations, including international organizations and bilateral donors.
Experience in industry or government related to phase-out of ozone-depleting substances in the refrigeration, air conditioning or related areas required.
Familiarity with the Montreal Protocol programme in China would be an advantage
Hands-on experience in design, monitoring and evaluation of development projects, experiences in formulating and implementing is an asset.
Experience in the usage of computers and office software packages and handling of web based management systems.

Fluency in English and Chinese.
