Title: Project Administrator (PADM)

PATH is seeking a Chinese National to fill the Project Administrator position, the successful candidate will work under the supervision of the country operational manager, with dotted line to the PATH Malaria Program Manager.
The primary responsibility of the Position will be daily management of the project and ensure compliance with donor requirements and PATH internal policies and management practices. The PADM will also collaborate with partners to strengthen the establishment of project management and support systems.
•Provide financial and administrative support in the design, implementation, and monitoring of project activities
•Develop and manage project budgets, including proposal budgets, budget narratives, annual budgets and work plan budgets.
•Analyze project expenses and burn-rate, on a monthly and quarterly basis; review project expenses with Responsible Project Managers (RPM) on a monthly basis.
•Collaborate with program staff and Headquarters to prepare and finalize donor financial reports.
•Work with program staff and Headquarter staff to develop, finalize, and administer subagreements, subcontracts, MOU, consultant agreements, work orders and other related project agreements, and ensure compliance with donors and PATH policies and procedures.
•Document and accurately communicate deliverables, milestones, and award compliance requirements to RPM and program staff.
•Coordinate the work with the partners to define the needs for technical assistance and facilitate the acquisition of such assistance.
•Coordinate project advocacy, training and technical support as needed for purposes of project communication.
•Provide logistical support for collaborators, such as travel planning, visa invitation letters, conference requirements, travel documentation and reimbursement.
•Perform other relevant duties as assigned by the Country Program Director.
Required Skills and Experience:
•Bachelor’s degree in Finance, Business Management or closely related field.
•Five years’ relevant work experience, preferably in the public health system and familiarity with the workings of the disease control system in China.
•Experience working with government agencies, international organizations or multinational companies desired.
•Knowledge of administrative and financial project management.
•Ability to manage multiple diverse tasks by setting priorities and scheduling resources within the team.
•Ability to work collaboratively in a team environment, well-organized, excellent interpersonal skills.
•Fluency in spoken and written Chinese and English.
•Excellent skills in MS Word, Excel, PowerPoint and project management tools.
