UN Coordination Analyst

Background

The UN Resident Coordinator leads the UN Country Team, including all the UN entities present in China, and represents the UN Secretary General to the Government of China. The purpose of the Resident Coordinator system (RC system) is to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level, helping the UN to be a more relevant and reliable partner for governments.

The UN Resident Coordinator’s Office (RCO) supports the roles and functions of the UN Resident Coordinator and UN Country Team. The RCO provides inter-agency coordination support to the Country Team and its various inter-agency working mechanisms, including thematic groups. Key functions of the RCO include: strategic analysis, planning and positioning of the Country Team; preparation and monitoring of the United Nations Development Assistance Framework (UNDAF); support to joint UN programming and operations management; policy guidance; joint advocacy and communications e.g. the management of the UN China website and production of joint communications materials.

The UN Coordination Analyst will become part of the RCO Team and work under the supervision and guidance of the Resident Coordinator and the Head of the RCO in close collaboration with other RCO colleagues. The successful candidate will strengthen the coordination capacity of the RCO by supporting a broad range of coordination functions including; providing inputs to country programing documents and UN system results reporting processes: assist the development and implementation of joint programmes: support agency coordination on topics including monitoring of progress towards the Sustainable Development Golals; South-South Cooperation and the Belt and Road Imitative; enhance relationships with Government counterparts; take the lead in organizing joint UN events; support the coordination and preparation of UNCT meetings and other coordination tasks as required.

Duties and Responsibilities

1.Ensure strategic support to UNCT in development and implementation of country programming process and products including the UN Development Assistance Framework (UNDAF) and UN System strategic frameworks, focusing on achievement of the following tasks:

Provision of support to the Inter-agency Thematic Groups.
Analysis and research of the political, social and economic situation in the country to inform UN system products.
Contribute to programme evaluation and UN system reporting processes.
Support the development and coordination of joint programmes and other inter-agency efforts.
Strategic engagement with key stakeholders to help advance the SDGs
Support enhanced coordination around South-South Cooperation and the Belt and Road Initiative.
2.Expand visibility of the UN system’s work in China

Leads the work of the secretariat of the inter-agency communications group (UNCG).
Supervises and guides the RCO Communication Assistant in the preparation of UNCG workplans, agendas, background material, minutes, etc.
Supports the production of communication material.
Coordination and organization of joint events, SDG campaigns and SDG promotion activities.
Preparation of speaker’s notes, talking points, and speeches for joints events for he Resident Coordinator. Routine support and coordination to the RC/UNCT and UN system in China
3.Routine support and coordination to the RC/UNCT and UN system in China

Support High Level UN visits to China, including advice on agendas, organization of UNCT meetings, and preparation of talking points.
Coordinate UNCT meetings including contributing to the preparation of agendas, talking points, minutes, etc.
Ad hoc support to the UN system in China and the Resident Coordinator.
Support to non-resident agencies.
4.Ensures creation of strategic partnerships with relevant Government Agencies, Private Sector entities, donors, and other organizations.

Enhances partnerships with key Government Agencies through personal networks and outreach.
Supports the RC in promoting national dialogue on cutting edge issues in relevant practice areas.
Maintains positive working relations and manage feedback and information flows between and among the UN system, Ministry of Commerce and Ministry of Foreign Affairs.
5.Performs any other tasks as necessary and required.

Required Skills and Experience

Education:

Master’s Degree in Economics, Social Sciences, International Relations, Political Sciences or related field.
Experience:

A minimum of 5 years of post-graduation experience (excluding internships).
Relevant experience from a Government Ministry or Agency is an advantage.
Prior experience from working for an international development organization is an advantage.
Prior knowledge about the UN and RC systems is an advantage.
Advanced user of computers and office software packages, including excel and experience in handling of web based management systems.
Excellent writing skills in English and Chinese.
Language Requirements:

Proficiency in English and Chinese.
