NGOs’ path to internationalization

Interview with Huang Haoming, Director-General and Secretary-General of the China Association for NGO Cooperation (CANGO). Huang says that it is only over the past 5 years that Chinese social organizations have begun to internationalize their work and become part of the international humanitarian aid effort, and cites several GONGOs and major foundations with offices or activities outside of China, such as the Chinese Foundation for Poverty Alleviation’s work in Sudan. Huang also mentions the importance of platforms for Chinese organizations to interact with international organizations, such as the CANGO’s Climate Change Action Network, and discusses CANGO’s participation in a number of international activities. Huang discusses some of the challenges preventing social organizations from internationalizing, including a lack of government regulations relating to the process of creating international branches, lack of professional personnel with the background and language abilities to address international issues, and lack of government funding for these endeavors. For most grassroots NGOs, Huang says, internationalization is quite limited.
