Report expresses concern over Chinese NGO workers’ mental health

While devoting themselves to the welfare of others, people who work in public welfare appear to suffer from great pressures and anxiety themselves. More than 30% of those working in the NGO sector have been experiencing moderate to severe anxiety and depression,  according to a report on the mental health of those working in public welfare.  The report was launched by “YiBaoYiXin”(益宝益心)- a Program for the Mental Health of Chinese NGO Workers”, a program initiated by the Beijing Shangshan Public Foundation and “YiBao Plan” (益宝计划) and financed by the Dunhe Foundation, which places its focus on the mental health of those who work in the charity sector. On January 25th, the Ministry of Civil Affairs released the “Community Service System Building Plan (2011-2015)”and the “Social Pension System Building Plan (2011-2015)”during its regular news conference, demonstrating how it was implemented during China’s 12th Five Year Plan and the prospects for the 13th Five Year Plan. New SOE categories: profitable firms and social enterprises

The State Council, the Ministry of Finance and the National Development and Reform Commission jointly released the Guiding Opinions on the Definition and Classification of the Functions of State Owned Enterprises (SOE)( 《关于国有企业功能界定与分类的指导意见》) on December 29. This document divides SOEs into two categories, profitable firms and firms dedicated to public welfare, according to what type of business they conduct. Different policies on reform, development, supervision and evaluation are set out for the two categories. The aim of profitable firms is defined as enlarging the function of state-owned capital, maintaining the value of state-owned assets and realizing their appreciation. Support for Social Organizations from the 2016 Central Government Budget Available

The Ministry of Civil Affairs (MCA) has issued the 2016 Implementation Plan on Support for Social Organizations Participating in Social Services Provision through the Central Government Budget (《2016年中央财政支持社会组织参与社会服务项目实施方案》). The entire budget, aimed at supporting social organizations which have projects focused on aiding the aged, the disabled and children, as well as on social work, capacity building and staff training, is estimated to reach 200 million Yuan. The plan for 2016 is that the Central Government budget will not support organizational activities related to basic infrastructure, research and advocacy.
